GENERAL
Unless otherwise specified herein, rules default to the Illinois State Soccer, United States Federation, and/or FIFA Laws of the Game.

PLAYERS REGISTRATION:
All players must have a current annual individual/family registration fee and a current signed participation waiver, photo taken and placed on roster prior to first game.
All rosters will be frozen 3 weeks prior to end of session. NO Adding or Dropping players.

FIELD 1 & 2:
MAXIMUM number may dress and roster size: ADULT – 15 / YOUTH – 18.
MAXIMUM number of players on the field at any one time:
ADULT, U15, U16, U17, U18 = Six (6) - One (1) must be a GOALKEEPER
U11, U12, U13, U14 = Seven (7) - One (1) must be a GOALKEEPER
U8, U9, U10 = Eight (8) - One (1) must be a GOALKEEPER
FIELD 3:

Any time penalties issued are waived if it would reduce a team below minimum number, and ONE (1) goal is forfeited by that team. A red card issued to that team would result in a game forfeit.
GAME DURATION
A regulation game consists of two 20 minute Halves.
Running Clock: Except in the case of an unusual delay, injury or any other situations determined by the Referee, the Game Clock counts down continuously hrough each Half or Overtime Period
TEAM EQUIPMENT
1. All teams must have team uniforms that are the same in color and are numbered (number is Optional).
2. The numbers on the shirt must be the same as the roster for each player.
3. All teams must bring an alternate color shirt. In the event of a color clash, the designated home team must change. The facility does not supply shirts in the event of a color clash.
4. A player shall not wear anything that is dangerous to another player. It is at the referee’s discretion on decisions regarding casts, etc. Safety eyewear is mandatory. No street glasses permitted! No jewelry!
5. FOOTWEAR: Indoor flats and turf shoes are permitted. Cleated shoes with metal cleats/tips are not permitted. Example below.
6. MANDATORY: SHINGUARDS MUST BE WORN BY ALL PLAYERS. First violation is removal from the field. Second and each subsequent violation is a Blue Card (two minute penalty).
7. Usual equipment of a player is: Jersey or T-shirt (numbered on the back optional), Shorts, socks, shin guards, and footwear.
8. Goalkeepers must wear colors that will distinguish him from all other players and referees.
TEAM/PLAYER/COACH – RULES & VIOLATIONS
1. Only two (2) rostered coaches are permitted behind player bench, and ABSOLUTELY no one except participating rostered players and coaches are permitted behind bench during games. Suspended players or coaches are not permitted on bench.
2. Players or coaches using profanity against S.E.I. officials, timekeepers, employees, or management will be suspended from the facility.
3. PLAYERS OR COACHES RECEIVING A RED CARD BEFORE, DURING, OR AFTER A GAME ARE AUTOMATICALLY SUSPENDED FOR THE NEXT GAME AND MAY BE SUSPENDED FOR ADDITIONAL GAMES PENDING A REFEREE REPORT. AN INVESTIGATION WILL FOLLOW
REGARDING THE INCIDENT(S), SO PLEASE DO NOT ADDRESS THIS MATTER AT THE FRONT
DESK AFTER THE GAME, AS NO EXPLANATION CAN BE GIVEN UNTIL A COMPLETE
REFEREE REPORT HAS BEEN TENDERED WITH US.
4. Any PLAYER or COACH red carded MUST LEAVE THE PLAYER BENCH AREA before the game will restart.
5. Any team playing suspended players will forfeit game, and such players shall be suspended for the REMAINDER of the session.
6. Fighting or instigating a fight will NOT BE TOLERATED. Games may be terminated due to both teams fighting and an investigation will follow after the referee report has been tendered. Red carded players will be suspended.
7. Sportsmanlike behavior is required at all times ON and OFF the soccer field. S.E.I. reserves the right to dismiss any disruptive people from the facility.
8. Coaches/Managers are responsible for their players/spectators of the team. Spectators entering the field of play during a game for any reason shall result in a game forfeiture for that team and possible dismissal from the league. Coaches are responsible for controlling their players, parents, and fans.
9. Slaughter Rule-Soccer City Indoor Arenas has a slaughter rule for all ADULT and YOUTH teams. If a team is behind by five (5) goals, they may add one extra player until the goal differential has been reduced below five (5). An additional player may be added at eight (8) and at ten (10) goal differential. Players will be removed once the goal margin differential is reduced below ten, eight, and five.
10. Protests of Rules - Protests are strongly discouraged, as they are frequently based upon emotions of referee judgment calls. Referee judgment calls are not grounds for a protest. Videotape review is not acceptable as a form of protest or decision review. The Head Coach of a team wishing to protest must complete a protest form and submit a non-refundable $50 protest fee at the SEI Office within 15 minutes of the end of the game in question. When choosing to protest, remember that the referee on the field must admit that an incorrect interpretation or misapplication of the rules occurred, and not simply a bad judgment call. Referee judgment calls are not grounds for a protest.
CO-ED LEAGUES: All teams must have two (2) women on the field at all times. If due to a penalty, a woman is sent off, one woman is required to be on the field until completion of the penalty. If two women are sent off, no women are required to be on the field until each penalty expires. However, women cannot serve a penalty committed by a man. Example, if one or two men have committed penalties, the required number of women on the field cannot be reduced.
LEAGUE PLAY STANDINGS TIEBREAKERS
Teams in all leagues will receive 3 points for a win, 0 points for a loss, and 1 point for a Tie.
In the event of a tie at the end of the regular season, final standings will be determined by
The following succession of tiebreakers.
1. Points
2. Goal differential (goals scored minus goals allowed)
3. Total Wins
4. Most goals scored in all league games
5. Coin toss if necessary
If, in a championship match, the game is tied at the end of regulation. Teams will go to a penalty shoot-out, 3 penalties will be assigned per team, if still tied teams will take 1 “sudden Death” penalty kick.
SUBSTITUTIONS
Substitutions may occur on an unlimited basis and "On The Fly", provided the player leaving the field and the player entering the field do not participate in play while they are simultaneously on the field of play.
LATE TEAMS
Time clock will start at designated game time and ONE (1) goal will be awarded to the opposing team. For every FIVE (5) minutes thereafter that team is late or has less than minimum number of players, ONE (1) additional goal will be awarded up until FIFTEEN (15) minutes have elapsed from the time clock. In the case of the latter, the game would then become a forfeit and a friendly game may be played. The final score in the event of a forfeit will be 3-0.
TIME CLOCK
1. All games are played with a continuous running time clock.
2. Only REFEREES, TIMEKEEPER, or S.E.I. EMPLOYEES are permitted to operate time clock. ONLY THE REFEREE can request another party to start or stop the time clock.
3. UNAUTHORIZED STOPPAGE of the time clock by coaches or players will result in a time penalty for that team.
4. The clock may be stopped for an INJURY or LOST BALL by referee.
5. At the referee’s discretion, in a one (1) goal differential or possibly a tie game The clock may be stopped at the last two (2) minutes of a game if he/she feels ateam is purposely wasting time. the clock WILL stop anytime at all dead balls at the referee's discretion.
REFEREES
1. The referee on the field is responsible for the control of the game and has authority from the moment he/she is in the vicinity of the field until he/she leaves the area.
2. Referee’s decisions regarding play are FINAL. The front office has No Authority.
3. Dissension and/or abusive language directed towards referees will not be tolerated. Violators will be penalized. Zero Tolerance.

5. All other queries will be attended to in the proper manner in writing. Please address to the Referee Coordinator at the facility address
Advantage Rule: The Referee allows play to continue, notwithstanding the commission of an offense, when the team against which it has been committed will benefit from an existing offensive advantage. Flagrant Fouls: A free kick is awarded for the following Fouls committed by a defender in his or her defensive half of the field:
(a) A Foul within the Penalty Arch or Goal for which he receives a Time Penalty;
(b) A Foul from behind against an attacking player, having control of the ball and one or no defensive players between himself and the Goal; and
(c) Any Foul where he or she is the last player on the team between the attacking player with the ball and the Goal.
Blue Card Offenses: Unless otherwise provided below, the Referee issues a Blue Card for serious Fouls and Unsporting Behavior (by a player) and for:
(a) Deliberate Handball or Handball by a Goalkeeper;
(b) Goalkeeper Endangerment;
(c) Boarding;
(d) Any Foul by the Goalkeeper during a Shootout.
Cautionable Offenses: The Referee issues a Yellow Card for reckless Fouls and for:
(a) Second Blue Card;
(b) Unsporting Behavior by any non-player personnel;
(c) Provoking Altercation: Making physical contact with an opponent (e.g., pushing or poking), short of fighting, or using the ball in so doing.
Ejectionable Offenses: A person receives a Red Card for Fouls, which the Referee considers violent or committed with excessive force, and for:
(A) Third-Time Penalty;
(b) Elbowing: Intentionally elbowing an opponent above the shoulder;
(c) Vicious Slide Tackling: A tackle from the side or from behind directly into one or both legs of an opponent, seriously endangering him;
(d) Fighting;
(e) Leaving Team Bench or Penalty Area to engage in a fracas or confrontation with the opposition or a Game Official;
(f) Extreme Unsporting Behavior: Committing particularly despicable behavior, including:
(i.e.) Spitting at an opponent or any other person; (ii) Persistent use of extremely abusive language or behavior toward a Game Official; (iii) Bodily contact with a Game Official in dissent.
Time Penalties: The following penalties apply to offenses for which a Card is issued (subject to further action by the Administrative Authority):
(a) Blue Card: 2-minute Time Penalty in the Penalty Area;
(b) Yellow Card (for a player’s second Blue Card): 2-minute Time Penalty for the Blue Card and a warning of the subsequent possibility of an ejection;
(c) “SOFT RED” Red Card (for a player’s third Blue Card): 2-minute Time Penalty and ejection.
(d) “STRAIGHT” Red Card 5 minute Time Penalty and ejection.
All players serve their own time penalties. When goalkeeper is issued a time penalty, another player from team currently on the field may serve the time penalty. The goalkeeper will serve his or her time penalty when the referee feels the foul committed was deliberate with the intention of hurting the opposition, and when a red card is issued.
Short-Handed Play: For each Time Penalty being served by a player, his or her team plays with one fewer field player until its expiration; provided that, a team may not have fewer than the minimum required, regardless of the number serving Time Penalties. Should a player receive a Time Penalty, while two or more teammates are already in the Penalty Area, his or her team continues to play with the minimum while he or she joins his teammates in the Area.
Exceptions: Under the following circumstances, Time Penalties either expire prior to their completed countdown, or have the beginning of their countdowns delayed:
(a) Power-play Goal: If a team is scored upon having fewer players on the field of play, due to one or more players serving Time Penalties, a player from the team is released from the Penalty Area into the field of play, unless otherwise prohibited, and the player's Penalty or Penalties are wiped out. If the team has two players in the Penalty Area, only the player whose Time Penalty or Penalties are recorded earlier is affected.
(b) Multiple Penalties: If two teammates are serving Time Penalties when another teammate is penalized, his Time Penalty does not begin to count down until at least one of the teammates’ Time Penalties has expired and his or her Time Penalty is next to begin.
(c) Simultaneous Penalty/ Ejections:
When two simultaneous Blue Cards carrying the same Time Penalties are assessed to opposing players, a FULL Two(2)minute Time Penalties are served regardless of any team scoring.
When two simultaneous Red Cards carrying the same Time Penalties are assessed to opposing players, their Time Penalties are NOT served.
(d) End of Game: All Time Penalties carry over between periods and expire at the end of the game.
DELAYED PENALTIES
If an offense is committed against the team in possession of the ball, the referee at his/her option may call a delayed penalty. A delayed penalty will be signaled by the referee holding the appropriate color card with arm extended over his/her head.
Upon the team whom the delayed penalty has been called against gaining possession of the ball, the referee will blow play dead, and assess the full penalty time. If a goal is scored while a delayed penalty is in effect, the non-coincidental penalty with the least time remaining is terminated. If no player is currently serving a penalty, the goal scored will cause a minor delayed penalty to be terminated, and no time will be served. That penalty will be included in any cumulative penalties assessed against a player. If a player is assessed a delayed penalty that would result in a red card, the full five minutes will have to be served; a scored goal will not cause the red card penalty to be terminated. If one or more players are already penalized, the penalty with the least time remaining will terminate, and the player whom the delayed penalty has been called will serve the full amount of penalty time.
Penalty Kicks:
(a) The ball is placed at the Mark;
(b) The Goalkeeper has both feet on his Goal Line until the ball is in play; and
(c) The player taking the Penalty Kick may not touch the ball again until after it touches another player
(d) Anyone my take the penalty kick except those currently serving a penalty.
GOALKEEPERS
Goalkeepers may change on the fly during a game provided the new goalkeeper is wearing a neutral color shirt that does not conflict with either team or the referee. A referee may stop the game and award a free kick to the opposing team at the top of the restraining arc if this procedure is not followed.
Goalkeepers issued a two (2) minute time penalty it may be served by a team mate on the field, an accumulation of 3 blue cards time penalties will result in a Red card, the Goalkeeper must leave the completion area as well as the bench area.
Goalkeepers are not permitted to retrieve the ball outside the penalty area, bring the ball back to the area, then pick the ball up with their hands.
Free kick at top of restraining arc.
Punting by goalkeepers is permitted at on any matches played on Fields 1 & 2. Punting and/or drop kicking is not permitted on Field 3.
FREE KICKS & RESTARTS
All Free Kicks and restarts are DIRECT, including the kick off.
Balls Kicked Out of Bounds:
All restarts will take place where ball was originally kicked out of bounds (last touch) INCLUDING ceiling/FAN. This rule WILL NOT apply to shots taken on goal and exit field inside of corner flags above goals
GOAL KICKS kicked out of bounds:
Restart top of restraining arc.
Restart in the event of injury. If there is no other reason for a restart (i.e. foul), the last team to possess the ball will restart at the point of the last touch or drop ball may be applied.
ENCROACHMENT
Interfering with the taking of a free kick or other restarts. Opposing players must be TEN (10) feet from the ball and must not gesture in any way that will interfere in the taking of the kick. Violation of this rule will result in a TWO (2) minute penalty. The advantage rule may take effect depending on the situation and at the referee’s discretion
FOULS & MISCONDUCT
A player who intentionally hits, trips, strikes, boards, jumps at, pushes, holds, charges, commits a dangerous play, obstructs, or handles the ball (except the goalkeeper in his/her area) shall be penalized by awarding a free kick to the opposition. Any of the above fouls will be judged by a TWO MINUTE time Penalty against the offending team. Any of the above fouls committed by the defending team in its penalty area shall result in a penalty kick and a TWO MINUTE time penalty. A foul committed in the penalty area by the defending team which is not worthy of a time penalty, shall NOT result in a penalty Kick and play shall be restarted with a free kick to the opponent at the top of the restraining arc.
BLUE CARD
If a blue card is issued, a TWO (2) MINUTE time penalty by offending player(s). The accumulation of THREE (3) blue cards will equal a RED CARD (soft red).
Any player issued a soft red is suspended for the remainder of the game and may return the following week/game.
YELLOW CARD
If issued, is a WARNING, and shall result in a TWO (2) MINUTE time penalty to be served by the offending player(s). Yellow card may be assessed against players and coaches who show disapproval, by words or action, the decision of the referee. The accumulation of TWO (2) blue cards by a player will equal a yellow card.
RED CARD (AUTOMATIC SUSPENSION)
If issued, shall result in a FIVE (5) MINUTE time penalty to be served by the offending player(s). Penalized team shall remain shorthanded for the entire duration of the penalty. Player(s) will be ejected from game and may be replaced (soft red). The game will NOT start until player(s) leave the immediate bench area. Players or Coaches red carded will be automatically suspended for the next game and possibly additional games pending a referee reports.
YELLOW or RED cards issued to coaches (verbal dissent or refusing to put a team on the field) will result in time penalties to be served by any player from the field or the bench.
FIVE SECOND RULE
All players have FIVE (5) SECONDS to play the ball on free kicks or other restarts. This includes the goalkeeper when he/she has possession with hands.
JUMPING THE BOARDS
Players must enter and exit the field thru their team bench door. All players will be penalized with a TWO (2) MINUTE penalty for jumping boards.
PLAYING THE BALL ON THE GROUND/SLIDE TACKLING
The same slide tackle rule as in the outdoor game is in effect, i.e. players are allowed to slide tackle. However, if a player plays the ball while on the ground of falls on top of the ball within playing distance of an opponent, that is a Dangerous Play. Restart is a direct kick from the spot of the infraction. If the dangerous play occurs in the area, a top of the circle restart will occur.
TOO MANY PLAYERS
Players may be changed at any time from the players’ bench, provided that the player or players leaving the field shall always be at the players’ bench and out of the play before any change is made.
• Being at the players bench is defined as within an arms length of the door.
If, in the course of making a substitution, either the player entering or leaving the game DELIBERATELY plays the ball, or makes any physical contact with an opposing player while the retiring player is actually on the field, then a minor penalty for “too many players ” will be called.
CEILING
Balls that strike the ceiling/fan during the course of a game shall restart at the place on the field where the ball was kicked. Deliberate clearances in the penalty box that strike the ceiling will restart at the top of the restraining arc.
BENCH AREA
All players and coaches must remain in the immediate bench area during the game. Teams will be penalized for coach/player violations of the rule.
HOME TEAM
Designated HOME TEAM shall occupy the home team area behind the bench and shall start the game by kicking off. Home team is the first team listed in the game schedule.
FINAL THOUGHT: Soccer is a game of skill, technique, physical endurance, competition, sportsmanship, fun and fair-play, but nevertheless it is a contact sport. If for any reason you feel you may get hurt on the field, then it is advisable that you do not participate.
2011-2012 GAME SITUATIONS AND PLAY RULINGS
RULE 1 – FIELD OF PLAY
A. During the inspection of the field, referees discover that the corner flags are Missing.
RULING: Obtain some tape and indicate corner marks in the appropriate area on the glass or boards.
RULE 2 – THE BALL
A. The League provides a game ball that is dangerous.
RULING: Do not make an issue, check with the home and/or visiting team to see if they have a better ball.
RULE 3 – NUMBER OF PLAYERS
A. Team A while substituting jumps over the boards instead of entering and leaving the bench area through the door.
RULING: This is NOT legal. Teams MUST enter and leave through the bench area door. Violation of this rule may result in a 2:00 minute Penalty.
B. During play a team is substituting, while the ball is close to the bench area. A player coming off the bench plays the ball before the departing player can leave.
RULING: Stop play and issue a 2:00 Team Penalty against the offending team. A player designated by the coach serves the penalty.
C. The referee stops play because a player has an open wound and is bleeding. As the player leaves the field the referee informs the player that they must report to the referee before returning. The player returns without reporting to the referee.
RULING: Stop play and issue a 2:00 Time Penalty against the offending player.
RULE 4 – PLAYER EQUIPMENT
A. A player enters the field without wearing shin guards.
RULING: Stop play and issue a 2:00 Time Penalty against the offending player.
B. Once the game has begun a player is sent off the field due to dangerous equipment. A few minutes later the referee notices the player back in the game with the same dangerous equipment.
RULING: Stop play and issue a 2:00 Time Penalty against the offending player.
C. Thermal or under hose is acceptable equipment as long as the color of the under hose is the same color as the primary color of the team shorts and they do not extend below the top of the knee. May a League prohibit thermal or under hose?
RULING: Yes
RULE 8 – START OF PLAY
A. Team A is in clear possession of the ball when play is stopped due to an injury. How is play restarted?
RULING: Play is restarted, at the point where the ball was, by Team A.
B. Team A is in possession of the free kick and does not put the ball in play within 5 seconds.
RULING: Possession now turns over to the opponent.
RULE 10 – METHOD OF SCORING
A. Team A has a free kick just outside their own penalty area. The ball is played back to the goalie, which does not touch it, and it goes directly into the net.
RULING: Corner Kick in favor of the opponent.
RULE 11 – TIMEWASTING VIOLATIONS
A. A goalkeeper standing in their own penalty area throws the ball in the air directly into the opponent’s goal.
RULING: Goal, no violation.
B. A player, while the ball is in play, intentionally plays the ball high over the perimeter wall out of play.
RULING: Restart to the opposing team at the top of the restraining arc of the offending team’s goal.
C. A player, while the ball is in play in their own penalty area, plays the ball over the perimeter wall out of play.
RULING: Restart to the opposing team at the top of the restraining arc of the offending team’s goal.
RULE 12 – FOULS/MISCONDUCT/PENALTIES
A. A player commits a penal offense while the ball is in play.
RULING: Show a Blue Card and issue a 2:00 Time Penalty against the offender.
B. After the referee has whistled for a foul, a member of the offending team kicks
The ball away.
RULING: Show a Blue Card and issue a 2:00 Unsporting Behavior penalty against the offender.
C. A player commits a penal offense. The referee administers the penalty by showing the Blue Card. The player screams at the referee to dispute the call.
RULING: Show the player a second Blue Card and issue an additional 2:00 penalty for Unsporting Behavior. The player will sit a total of 4 - minutes (2 + 2). If a goal is scored within the first 30 seconds of the first penalty, the remaining 1:30 will be wiped out and the clock reset for 2:00 more minutes. If a goal is scored in the second penalty the penalized player will be released.
D. Same as C. above but the player continues his Unsporting Behavior after the Second Blue Card and before play has been re-started.
RULING: Show the player a Red Card and issue the offending Team a hard 5:00 penalty. A substitute must serve the full time penalty, no matter how many goals are scored for the ejected player.
E. Same as C. above but this time play has re-started with the player in the box sitting for 4 - minutes (2 + 2). With 3:30 left in the penalty the player continues his Unsporting Behavior.
RULING: Show the player his third Blue Card for Unsporting Behavior, Send Off the player and add an additional 2 minutes to their time penalty to be served by a substitute of that team. The penalty time will now be 5:30. If a goal is scored within the first 30 seconds of the first penalty, the remaining 1:00 will be wiped out and the clock reset for 4:00 more minutes. If a goal is scored within the next 30 seconds of the second penalty, the remaining 1:30 will be wiped out and the clock reset for 2:00 more minutes. If a goal is scored in the third penalty the penalized player will be released.
F. A goalkeeper commits a Penal Offense or Unsporting Behavior time penalty.
RULING: Show the Blue Card and issue a 2:00 time penalty against the goalkeeper.
A teammate of the goalkeeper will serve the time penalty.
G. A player commits a Penal Offense. After the referee stops play and administers the penalty, a teammate pushes an opponent to the carpet.
RULING: Show a Blue Card and administer a 2:00 Unsporting Behavior penalty to the teammate. Play will be resumed with a 5 VS 3 power play for the opposing team. If a power play goal is scored, the player committing the first offense (in this case the penal foul) is released. If a second power play goal is scored, the second player is released.
H. A player receives his third time penalty of the game.
RULING: Send Off the player who must immediately leave the playing area. A teammate of the ejected player must serve the penalty. If the third penalty was a Penal or Unsporting Behavior penalty the teammate will serve a 2:00 penalty. If the third penalty was for Serious Foul Play, etc. the teammate will serve a hard 5:00 penalty.
I. On a clear breakaway a player/goalkeeper blatantly trips or kicks an opponent to prevent a goal from being scored.
RULING: Show the Red Card and Send Off the offender for Serious Foul Play. A teammate of the offender must serve a full (hard) 5:00 penalty.
J. With the goalie out of position, a player on the goal line deliberately stops a shot with their hand.
RULING: Show the Blue Card and issue a 2:00 soft penalty against the offender. Play will be restarted with a penalty kick, if occurred inside the penalty area. If goal scored, either from PK or later in the penalty, offending player will be released.
K. On a clear breakaway a player holds an opponent to prevent a goal from being scored.
RULING: Same as J. above.
L. A player boards an opponent and the referee determines the offending player deserves more than a 2:00 penal penalty.
RULING: Send Off the player for Serious Foul Play. A teammate of the player must serve a full 5 minute hard penalty.
M. A player from Team A is already serving a 2:00 penalty. While play is going on another player from Team A, other than the goalkeeper, prevents the ball from entering the goal with their hand while standing in the penalty area. The referee assesses a 5:00 soft penalty. On the ensuing Penalty Kick a goal is scored. What player will be released?
RULING: The player causing the penalty kick will be released.
N. Same as M. above but this time a player from Team A trips an opponent from behind on a clear breakaway while in the penalty area. The referee sends off the offending player and issues a hard 5:00 time penalty, which is served by substitute. On the ensuing Penalty Kick a goal is scored. What player will be released?
RULING: In this situation because it was a hard 5:00 penalty the player that was in the box first will be released.
O. A player from each Team is serving simultaneous penalties that started at 8:00. At 7:30 a player from Team A commits another 2:00 penal offense. At 7:00 Team B scores a goal. Which player from Team A is released?
RULING: The 2nd player will be released. This is the player that caused the power play.
P. Three players on the same team commit Penal Offenses or Unsporting Behavior with 7:07, 6:40 and 6:29 remaining in the period, respectively.
RULING: Team plays with three players and the goalkeeper. Although the first player’s time expires at 5:07, he cannot be released immediately because his team is still only entitled to three field players and a goalkeeper because of the other penalties. The first player, therefore, cannot be released until one of the following occurs: a) the first time the ball exits the field of play after 5:07; b) a power play goal is scored or c) 4:40 remains in the period. The third player’s time penalty does not actually begin until the first player’s time expires. The second player cannot be released until one of the following occurs: a) the first time the ball exits the field of play after 4:40; b) a power play goal is scored or d) 3:07 remains in the period.
Q. A team is playing on a power play when its opponents commit a penal offense and the referee issues a delayed Blue Card. During the advantage, a power play goal is scored.
RULING: The player who committed the foul leading to the delayed Blue Card does not have to serve his penalty, although the penalty is recorded for administrative purposes. The player already serving a penalty is not released from the penalty box, and the power play will continue.
R. A player commits a two-footed tackle against an opponent.
RULING: Any two-footed tackle must at least be a simple foul. For more severe offenses, a two-minute penalty must be issued.
S. A player makes a sliding tackle from behind.
RULING: If a player does not touch the opponent and gets only the ball, no foul should be called. Any contact with the opponent must be penalized by at least a free kick. Serious contact should be punished with time penalties.
T. A Team shows with 5 players. Two minutes into the game one of these players get Sent Off. Can that Team continue?
RULING: Yes, the penal time should be kept and if two teammates of this Team show up one of them should serve the remaining time for the ejected player.
U. Team A is playing with 6 players and one of them get hurt. One minute later the goalkeeper commits a penal offense. Can the injured player serve the time penalty?
RULING: Yes
V. A player from each team is sent off for fighting. Does each team play short and send a player to serve the 5 minute time penalty?
RULING: No
RULE 13 – FREE KICK
A. A defending player runs in the path of a free kick within 10 feet.
RULING: Issue the offender a 2:00 penalty for Unsporting Behavior.
B. A goalkeeper within the penalty area holding the ball in hand fails to put the ball
In play within 5 seconds.
RULING: Issue a free kick to the other team at the top of the restraining arc.
RULE 14 – PENALTY KICK
A. At the taking of the penalty kick a player from the team taking the kick touches the ball for a teammate to run on to take the shot. Before the teammate can get to the ball the goalkeeper comes off their line and smothers the shot.
RULING: Legal, once the ball is touched it’s a free ball.
